IQ Puzzle #3 - Explanation

This is a two part explanation as this puzzle was a little bit harder. The first part narrows it down to 3 choices and the second part narrows it down to two. Only one of these choices overlaps, and of course this is the answer. I tried to make the explanations colourful this time so that they are easier to follow.
